As a minor correction, it's not 1080p x 1920p or 1080p x 720p - aside from the mixed up numbers, the P in things like 1080p doesn't stand for "pixels", it stands for "progressive scan", which is an overall parameter of the image, so it's not stated after every dimension. It'd just be 1920x1080p. (And even then the P is optional, as I formats are largely defunct now).
To export at up to 1920x1080, right-click Source FilmMaker in your Steam library, choose "Properties" > "General" > "Set Launch Options..." and add in "-sfm_resolution 1080" (without quotes). Then just reboot Source FilmMaker, and you're good to go. Now you can set the resolution when exporting to be up to 1920x1080.
To export at up to 3840x2160, use 2160 in the launch option instead of 1080.
Note: Source FilmMaker runs slower when using that launch option to increase the available resolution. It's highly adviced to work in "720p" and only change it to 1080 (or 2160) when you're ready to export. After exporting, it's recommended to change the 1080 (or 2160) of the launch option to 720 (which is the default value), so you get the normal performance while working again.
You will need to edit your start up parameters in order to render in higher resolutions than 720p.
Go into your steam library, set the filter at the top to 'Software', SFM is NOT a game, it's software so it will not show up in the 'Games' list.
Once there, right-click on Source Filmmaker and select Properties.
Select the General tab, then click the Set Launch Options... button.
Put this in the field: -sfm_resolution 1080 -h 1080 -w 1920
Close all of the windows and fire up SFM, you can now render in 1080p resolution!
Rather than having to explain why the "window too small" error kept popping up, I figured I'd just "nip it in the bud" before it had a chance to become an issue... lol
