Report a translation problem
Most models aren't made in a way that lets you delete exacting parts of them.

Make no mistake, while knowing how to use Blender is a very very useful skill to have as an SFM user, it is not something you learn quickly.
I'm most likely talking outta my ass, but nonetherless what I think he wants do do is scale the arm to zero.

(I recomend) select the arm right click "add scale control to transfomations" shrink down to zero. <==I recomend this because if you want his arm to come back you select the scale control for it and slide the default preset.
(I don't recomend) Select the "pos" in the arm, click on rotaton tool and rotate in any direction the section does a glitch where it simply disappears. <== I wouldn't recomend this because unless you know what you're doing it could be hard to bring back the section you removed might even have to replace the model. My suggestion practice this on other models until you get the hang of how it works. It also seems once the part has disappeared make sure you deselect it because it won't let you do anything with the work camera if you have it still selected. Different problems seem to vary from model to model. I hope this was useful good luck.
there's another trick using an object with a 'debug' shader - i think it was the writez. to not render objects behind or inside of it.
other then that you may have to decompile and edit the model.
