I really want to know if there is a way to get EXTREME facial flexes, like in Raxxo videos

Is this done by editing a file or something?

As far as I know, you need to combine certain facial flexes with others to get those "extreme" results. If you want, try looking into DMXEdit.

i remember that the vagineer is made by combining like all the phenomes

Use the non-HWM models. Those have flexes that aren't mutually exclusive, which means you can combine a lot of them to get those crazy deformations.
