Report a translation problem
Install it somewhere within SFM's materials folders*, then point to that with your material override or VMT.
* I keep one simply at materials/DMF/white_square.vtf, DMF being my initials. (Alas, my real name is not quite as cool as "Marco Skoll").
For some things, that's not even necessary. If you just need a completely white material then that can be done by omitting a $basetexture entirely and just using a $color command in the VMT.

Yeah, you can add a $basetexture attribute of any type other than string, though tht has the effect of witing out every instance of the affected material, on even other models in other shots, until the session is restarted.
Other than that, you can either create your own as Marco suggested, or use one that's already in SFM. The best one I know of is cable/pure_white.vtf, in the tf mod, but contrary to its name it's actually slightly bluish.
