Maybe? Its not a fast-paced game unless you're going against some skilled opponents. Most of the attacks take a while to wind up, so even with a 60 refresh-rate you might be able to perform pretty well. Although it probably is better to have a high refresh-rate monitor then that.

It absolutely does. Being able to see the weapon swings more clearly is a noticeable advantage. The only question is how much of an advantage is it, which is a hard question to answer.
