sometimes they're willing to approve the appeal and sometimes not. it really depends on which person handles your case and how convincing your appeal is.
I didn't even get a warning or anything just muted all of a sudden after having fun last night not muted. Oh well time to give up on this game if they're really that pathetic and anti free speech.
Will be updating my review to not recommended and advising people to avoid a dev team that mutes people on a whim with no warning whatsoever.

No mercy for cheaters and offenders means "if you cheat, you should be banned forever; if you offend, you should be muted forever". It doesn't mean muting cheaters.
So, by your logic, when people are playing GTA, they could be racist, homophobic, antissemitic etc. against anyone in the server? You're not an actor in the chat. You're not role-playing. You're offending real people with real offenses. That's why I hope you stay muted forever.
