Maybe you could try setup Steam Input and configure your controller via it and enable it in the game properties via library, it seems to work fine with my controller that has x360 hw emulation.

**you prob already know how to do it, ill leave it here just in case someone else would like to try this and see if their controller runs smoothly**
to put it on Bluetooth, unplug the console (ps button would just turn that machine one x.x) on pc go to Bluetooth and devices - add device - Bluetooth - on controller hold down ps and share button and you should get wireless controller on the list. everything should be like mine after that
