Report a translation problem
In lieu of technical information, it's pretty hard for me to imagine HFR stuttering. The game is pretty svelte, and generally runs very well on potato hardware, like the Steam Deck for example (full 60 fps, 720p, medium settings). You have me interested in checking out what the memory utilization is for the game, but I have a hard time believing it requires much. This is not a simulation-heavy game, so the only thing that I can think of that would bottleneck memory/cpu is the dynamic music score. This isn't Starfield, this isn't Sims, this isn't Cities Skyline, or GTA.
So at a glance, you have me scratching my head. Frankly, I'd probably be looking to things that are not HFR (like background software, services, etc) to determine where the stuttering is coming from.
