Defied enemies go into 2x speed when starting to ragdoll
Wow, how has no one noticed this before?; it is indeed not the same as on base PS4: the physics when objects and NPCs fall/drop/beaten down is indeed significantly sped up in the PC port and indeed a 30 FPS cap (through RTSS) completely fixes this. This part of the physics system seems to thus be tied to the frame rate somehow. Sorry for my initial sceptical response, but with your initial lack of provided info, it sounded unreliable. I can thus fully reproduce the issue you've mentioned and I hope with this extra info, Nixxes might be able to look into this. Although, main support for it seems to have to come to a slow lately and it is not game-breaking, so I don't know if they will. But I hope it indeed. I noticed this too thus in the past, but always thought it was just a weird physics optimization inherited from the PS4 version.

I crash on every load screen and it's so frustrating i cannot play it anymore i tried the tdrdelay method, disable any overlay apps, uninstall and install it again, verify files. i dont know any other method
I play on high graphic setting with a :
RTX 3060ti
RYZEN 5600
16gb RAM
my specs are beast mode, Intel i7 13700, RTX4090, 32gig ram over the average specs
