Can't reach backpack on east side of Midtown?

There's a backpack "buried" inside a building in Midtown. is this a universal bug, or just a fun little glitch isolated to my game to where I can't complete the Backpack Challenge?

It's in the center here along the water's edge:

And it's unreachable inside a building I can't find a way to enter:

Is there some way to get inside this building??
