I have fixed 9800X3D stuttering
Like many others, my system was also having severe stuttering in Spider-Man Remastered. I'm coming from i9 10th gen and this game ran smooth as butter. However, I'm delighted to inform you that after a series of tweaks, I have finally managed to fix it for good and I wish to share those tweaks with the community.

Microsoft is screwing AMD (again). AMD CPU is not at fault, it never was nor is it a compatibility issue. It's the damn Virtualization based security stuff.

Tweaks:
1. Go to Windows Security->Virus and Threat Protection->Manage Settings->Turn off Tamper Protection
2. Go to search box and type 'core isolation'. Turn off EVERYTHING and reboot system.
3. Go to BIOS and disable AMD Virtualization stuff. There are 2 things that you need to disable:
a) SVM (This will disable virtualization)
b) IOMMU (This will disable Hyper V crap)

After applying these tweaks, your sysinfo will look like this: https://imgur.com/a/lAvGYzr

Please give me a sub on YouTube if my method fixed your stuttering issues!

Just to highlight:
1. My system power plan is high performance and minimum cpu state is set to 100%. For reasons unknown to me, AMD Chipset Driver will set it to 0% even for high performance power plan.
2. BIOS all default except EXPO and these tweaks.
3. NVIDIA GPU power: High performance
4. Shader caching stuttering could occur so that is a different thing (Eg. You installed new driver and played this game for the first time).

My System:
9800X3D
MSI X870-E Carbon. BIOS: 7E49v1A21 (The one before AGESA 1.2.0.3a Patch A)
RTX 4080
32GB 6000MHz CL30 G-skill

9800X3D here too...I just checked and the virtualization stuff was already disabled. That said, I had done a lot of gpedit tweaks to Windows to disable stuff even when I was running Intel, looks like that stuck. I have also completely disabled Microsoft accounts, only local accounts are allowed on my system.
You sir, are a genius. I only recently switched from an Intel system to the 9800X3D and was having strange FPS drops in some games including this one. I disabled IOMMMU, FTPM and SVM, set the minimum CPU state to 100%. That's pretty much all I did and it has alleviated the problems.
I already finished the game on my old 5800X CPU and it was working just fine but now with my 9800X3D it's unplayable but I will try this fix it could be it thanks man but isn't risky?

Not gonna lie, I was skeptical with this but this indeed fixes it for me. The Tamper Protection removal doesn't seem necessary though.

I'm curious as to the cause... I really don't see what the game could be doing differently that only this game (or engine I guess since the other games have similar issues) specifically runs into a problem with SVM features. It also only happens with High or Very High texture quality... very, very strange.

Holy crap this actually worked, Usually these "fixes" are a bunch of BS but this actually fixed the stutter for me.

All AMD system -

9800X3D
7900XTX
64GB 6000 CL30
Windows 11

Poor CPU performance CAN be a hardware issue, but only if it's caused by insufficient cooling that causes the CPU to constantly thermal throttle (and eventually damage itself). That's easy to see by looking at temps though.

Btw I re-read your earlier post. You said you made tweaks on intel system and those seem to be active. Did you not clean install Windows after switching to AMD? If not, then do it asap and try my tweaks on a fresh Windows install.
I just updated my Nvidia GPU driver, X870 chipset driver, and tried these fixes again and unfortunately they still don't solve the issues for me.

I guess it's starting to look more likely that it's some sort of hardware failure for me...
