I played this on my steam deck and now wanna replay it on my pc, but the game saved my position in the game. is there a way to create a new game file?

Disable steam cloud, delete your profile, create a new one and start over

and how do I disable steam cloud? I still want it to work for my other games

Yes you can create a new file from the main menu. You don't need to disable nothing. Just press escape on the main menu, and create a new profile.
