High CPU usage and low gpu usage.
Hello loving the game so far but I'm having some performance issues with the game where if I'm standing and moving normally I get 70-80 frames but gets 40-50 frames while swinging around the city. Tried turning RTX on/off but doesn't help. I checked that the CPU usage is at 85% while gpu is on 60%.
My specs are
CPU:Ryzen 5 3600 (Planning on to changing to the 5600x or 5700
ram:16 GB T-Force 3200 Mhz
GPU: Zotac 3070 Twin Edge OC 8GB
SSD: Samsung 860
Hdd: Seagate barracuda 2 TB.
Resolution: 1980x1080p (moving to 2K monitor down the line)

The game uses the CPU more so than the GPU. if you had a 12th gen Intel you would be loving the performance on this game

Don't play the game in 1080P with a GPU that can do 1440p/4k, it's why the cards not being used.

I have the game completely maxed running it at 4k with ray tracing on high and my 6950XT is at 99% and 5900X CPU is only at 33% usage.

Your basically not pushing your GPU hard enough.

Also disable power saving on your computer for the GPU and PCIe slot

Also, nothing wrong with a 6 core/12 thread CPU, it's plenty for today's games, has a 4.6ghz boost, thats not whats causing the issue, when the GPU isn't fully utilized it's going to use more of the CPU for things, the GPU is not a 1080p card, I know because I also have a 3070 in another computer, it can actually handle 4k games with decent FPS almost fully maxed depending on the game

The reason I'm running on 1080p cause I was thinking about upgrading slowly cause of cost issues. I do want to get a 2k monitor or maybe 4k depending on the future. I know its not that great but till I can get stuff sorted I'll probably upgrade soon. Also the cpu is just there as a placeholder till I get a 5600x or something higher and move the 3700 to my other pc.

here's digital foundrys overview, they had the same setup as you and they noticed that the game is extremely cpu bottleneck much moreso with Raytracing than many other open world ray tracing games.

They had a 3090 with a i9 12900k versus a 3090 with your cpu and the framerate was cut in half.

I think it's also to do with LOD. The Level of Detail setting determines how much throughout the city in the distance is rendered relative to your current position. As other people pointed out, this taxes your CPU much more heavily, which is why changing the RTX settings doesn't affect it as much unless you max it out. Really, you could lower the LOD and your frames would probably go up, even if your raytracing settings are on Very High. But of course that means more pop-in.

I Play the Game with a Ryzen 7 5700x and a RX 6700XT on 1080 P with Max Settings. Not any Problem. GPU runs most Time on 75-80% CPU with 40%

Try turning off smt. I turned it off on my 5900x and saw my fps go from around 60 when swinging around to around 90 or so. Huge jump. Something isn’t optimized in the game and it shows when disabling smt or ht.

The game isn't opimized for multicore CPUs right now. It is still running like it would on a console.

It's great for 6c/12t CPUs or less. If you have more it's just not using those extra cores so the performance sucks. The trade-off for having many more core/threads is usually per core performance and the game doesn't know what to do with those extra CPU threads.
