Don't play the game in 1080P with a GPU that can do 1440p/4k, it's why the cards not being used.
I have the game completely maxed running it at 4k with ray tracing on high and my 6950XT is at 99% and 5900X CPU is only at 33% usage.
Your basically not pushing your GPU hard enough.
Also disable power saving on your computer for the GPU and PCIe slot
Also, nothing wrong with a 6 core/12 thread CPU, it's plenty for today's games, has a 4.6ghz boost, thats not whats causing the issue, when the GPU isn't fully utilized it's going to use more of the CPU for things, the GPU is not a 1080p card, I know because I also have a 3070 in another computer, it can actually handle 4k games with decent FPS almost fully maxed depending on the game
The reason I'm running on 1080p cause I was thinking about upgrading slowly cause of cost issues. I do want to get a 2k monitor or maybe 4k depending on the future. I know its not that great but till I can get stuff sorted I'll probably upgrade soon. Also the cpu is just there as a placeholder till I get a 5600x or something higher and move the 3700 to my other pc.
They had a 3090 with a i9 12900k versus a 3090 with your cpu and the framerate was cut in half.

I Play the Game with a Ryzen 7 5700x and a RX 6700XT on 1080 P with Max Settings. Not any Problem. GPU runs most Time on 75-80% CPU with 40%
It's great for 6c/12t CPUs or less. If you have more it's just not using those extra cores so the performance sucks. The trade-off for having many more core/threads is usually per core performance and the game doesn't know what to do with those extra CPU threads.
