iam using a PDP xbox controller and all works fine.
The dongle is a Bluetooth dongle but that isn't the point if you go into Xbox Accessories app and click firmware on your controller does it prompt for a update? The latest firmware gave support for BLE devices (I understand you see this as not relevant but its the easiest way to search for change logs if you want) the old drivers that they ship with are deprecated and outdated. They use a new encryption now as well and before to long 3rd party controllers wont work anymore. RIP SN30 Pro dongle.
If you start the game with the controller on it gives same FPS issues?
Probably the dongle then. That sucks you can find them in bulk sales in OEM packaging around 10 dollars sometimes. Key word is sometimes.
I also tried on another pc with a ryzen 3600, it makes no difference. Maybe it is also the chipset.
