Obvisously, the devs decied the develop a fully fleshed manhattan, instead of a lackluster 5 boroughs. Its a bit dissapointinig a irst but it is for the best. Spidey 2 will probably have an additional 2 smaller borougs fully fleshed like Queena + Brooklyn, and prob a few islands like liberty.
