Game stuttering overtime potential FIX
I noticed that the game stutters to unplayable levels after about 30-60 minutes of playtime, especially when swinging low near street level. I have managed to find a potential fix that didn't completely remove the stuttering in game but fixed the game becoming unplayable over time.

I initially played with RTX on high and suspect RTX is the culprit here along with a memory leak that's caused by it. In order to get this to work you have to disable RTX but not from the in-game settings, do so from the main splash launcher which shows up after you hit 'play' on Steam. Ensure RTX is disabled completely via the checkbox. I tried changing this in-game and found that suttering doesn't go away unless the game is on a fresh restart. When done from the splash launcher the game remains fairly stable at 60fps @2k with microstutters to 55-57.

If you want RTX then you are better of waiting for a patch or something, idk if everyone is affected by this issue but quite a few threads I have seen on here people said they experienced the same thing.

Specs:
ASUS STRIX 3080 OC
i9 9900k
32GB of RAM
@1440p
No Upscaling enabled such as DLSS or FSR, only running DLAA for AntiAliasing.

Currently able to get a stable 60 most of the time doing anything, from time to time when swinging will dip to 55-57 like I said above.

Try it might help and let me know.

EDIT:

I also observed the RAM usage to see if there is a memory leak and my findings lead me to believe there is a leak of sorts with RTX enabled.

With RTX OFF - Game starts off at around 3-4GB of RAM usage and caps out at 5.5GB and stays there during gameplay.

With RTX ON - Game starts up with around 7GB of RAM usage and increases as I play and reach the 30-60 minute cap expanding to 12GB-15GB of RAM usage. Might also be why a lot of people are experiencing crashes.

19900K, first time seeing this processor, I think it should be 9900K. If this is your processor, all the problems are due to the fact that the 9900K is an old processor. Get 12700K and enjoy.

I honestly think it's the cut scenes, if you just free play around the city you don't get any stutters even after 2 hours. I just did the helicopter mission and straight after that cut scene the GPU usage dropped and stutters came back, restart always fixes it.

Have not had any issues with cutscenes specifically with RT ON or OFF. I benchmarked this around times square by running around and just doing random events that pop up after a while it just starts stuttering. With RT ON.

Well guess what, raytracting is disabled for me and i have 30 fps on lowest settings :(

you realise the difference in fps between your 12700 & a 9900k is negligible, right? the processor has nothing to do with the stutters because a game restart brings the performance back.

He's achieving better performance than you anyway with his BETTER video card.

RX570 4GB, I5 4750, 16GB ram, should be enough to run it on medium/low with 60 fps but i barely get 30 fps .. i never played a game on my gpu with 30 fps before.. literally every game runs smoothly at 60 fps

Sounds like you have a busted hard drive or faulty hardware. No issues here.

maybe something to do with the event's then, i just found it really weird to be running perfect then straight after a cutscene the gpu usage drops and stutters come back, the other weird thing that happens is the NVIDIA overlay message pops up in the corner during play randomly.

You are correct, but this is Steam community hub. Drones, troglodytes and monkeys that can't understand there are issues with their "precious" game like him are to be expected.

You may be onto something as I read several other threads where people said they have stuttering in cutscenes. I actually DDUD my drivers this morning and removed shadowplay and other stuff like Ansel and experience and I don't have any prompts from Nvidia. Check if your shadowplay is on or something akin to that. What does the Nvidia prompt say for you?

Did you update your drivers? I had ones from month ago and they were very stuttery. Updated and any stutters are basically gone. Running on a worse pc, but same card (RX 570 8gb, I5-3570 and 12gigs ram with an old ass hdd) getting around 45-60 fps on mediums without upscaling

I mean your specs aren't the highest but you should still be pulling near 60 at 1080p, check this benchmark, guy is doing 60 a lot of the time with dips to 50.
