Have not had any issues with cutscenes specifically with RT ON or OFF. I benchmarked this around times square by running around and just doing random events that pop up after a while it just starts stuttering. With RT ON.

you realise the difference in fps between your 12700 & a 9900k is negligible, right? the processor has nothing to do with the stutters because a game restart brings the performance back.
He's achieving better performance than you anyway with his BETTER video card.

maybe something to do with the event's then, i just found it really weird to be running perfect then straight after a cutscene the gpu usage drops and stutters come back, the other weird thing that happens is the NVIDIA overlay message pops up in the corner during play randomly.
You are correct, but this is Steam community hub. Drones, troglodytes and monkeys that can't understand there are issues with their "precious" game like him are to be expected.
You may be onto something as I read several other threads where people said they have stuttering in cutscenes. I actually DDUD my drivers this morning and removed shadowplay and other stuff like Ansel and experience and I don't have any prompts from Nvidia. Check if your shadowplay is on or something akin to that. What does the Nvidia prompt say for you?
Did you update your drivers? I had ones from month ago and they were very stuttery. Updated and any stutters are basically gone. Running on a worse pc, but same card (RX 570 8gb, I5-3570 and 12gigs ram with an old ass hdd) getting around 45-60 fps on mediums without upscaling
I mean your specs aren't the highest but you should still be pulling near 60 at 1080p, check this benchmark, guy is doing 60 a lot of the time with dips to 50.
