You do realize the software is running on the hardware right? I'll assume you do.
Do you know that different software loads affects the hardware differently. I assume from the first sentence of your post that you do, so contradicting yourself in the second part of your post is silly.
Software in all instances is causing it to rise because without it the hardware does absolutely NOTHING. Silly to say it does and doesn't affect it all in the same post.
While yes, it wasn't causing it to go 150% power as you put it,(which is nothing but hyperbole) it was affecting it most in the OP situation.
Sure a better cooling solution would help. Ambient temps and airflow play a much larger factor than the cooling solution alone though. If it's the ONLY game they own doing it ONLY in cut-scenes. Then why would you suggest they spend money on a better cooling solution rather than use a common workaround for a SINGLE game, lmao.
Other games will either limit FPS in cut-scenes on release or do so with patches after the fact to keep this from happening. I am not advocating for this as I enjoy my cut-scenes at my monitor's refresh rate. It has been done in the past though with a few games.

I am just not seeing usage like that on any of my machines and even my laptop doesn't get too hot when playing. Which are normally not very well cooled. Playing on the Steam Deck doesn't even max out the CPU usage.
