I tried to play Death Stranding to test if it was my pc but it plays flawlessly
When I raise the settings all back to high, going back to 1080p (with DLSS), and turn on ray tracing (high) it still stays around 5-8 fps.
I have a 2070 and an i7 9000 series CPU on Windows 11. Doom Eternal runs MAXED even with ray tracing at 1080p over 100 fps at nearly all times. Monster Hunter Rise goes between 70-100 fps at max settings. Even Control with ray tracing and DLSS always remains at 60 fps for me. This game refuses to use my CPU and GPU. Once I load into the city the CPU and GPU utilization always remain in single digits at all times, even when this isn't the case on the main menu!
I don't know what's going on with this game, but whatever this crap is needs to get fixed. This is ridiculous. My other games don't have this problem, and since my setup is above even the recommended specs, I KNOW it should be able to run just fine, but something is stopping the game code from using the resources on my computer like it's supposed to. I never even had this kind of problems with Batman Arkham Knight, and that game was notoriously a gigantic mess. It runs flawlessly for me, but yet this game, barely does anything.
If it's just this game when this happens, clear your Direct X cache. Elden Ring did this to me and clearing cache worked.
I did all this crap already. Changing settings from highest to lowest makes no difference. I even put all settings on lowest with Ray tracing off AND lowered the game to 720p. Same 5-8 fps. The devs have to fix this crap. I don't know what the deal is, but this is up to them at this point. This is not an issue on my end.
I know how to check stuff regarding CPU and GPU performance. It doesn't matter the resolution or the settings. The framerate stays the same. 5-8 fps. The metrics on my computer say the game ISN'T using my CPU or my GPU. When I'm on the main menu, it is at 40 some percent GPU utilization. Obviously it's not really testing the CPU at that point because it's just Spider-man hanging on a pole, but once into the game world, GPU utilization goes to single digits, as does CPU utilization. Neither will go above that at this point.
Literally no other game on my system has this problem. I have Control (with DLSS and ray tracing on) on here, I've played Doom Eternal (WITH ray tracing), I've got Deathloop, Far Cry 5, I've played Boneworks and Half-Life Alyx on this system and NONE of them have this issue. It is ONLY this game with this problem.

there are always fps drops in tall buildings looking at the ground or swinging around the city. regardless of the graphics configuration I use.
