10% less than a 3070 and it will pull 80-110fps at 1440p max settings.

That chart is super ♥♥♥♥♥♥ up. Either drivers or patches needed. A 6950XT is faster at raster performance than a 3090 ti.

4k not so well, I'm guessing with a 3060 ti and settings at medium it might run okay.

Likely AMD need to work on drivers, I'm going to guess nvidia has been working closer with the devs then AMD. It also depends on the game the 6950xt does not beat the 3090 ti in every title.

Benchmarks are right there dude. This is a harder game to run than GoW, obviously.
