Issues with Texture Streaming and Loading
I installed the game last night and I've noticed a lot of issues with both texture streaming and the game will often stop to load in the middle of swinging.

It's absolutely not a hardware issue. I have a 7700x paired with a 7900 XTX and 32gb of DDR5 ram and the game itself is installed on a Samsung 990 Pro SSD.

I'm assuming the issue is somehow CPU related due to the high usage, but the 7700x should be more than enough to handle the game at 4K60 with frame generation.

Is anybody having these issues? The game was recently updated to support FSR 3.1 and I'm wondering if it could potentially be related.

yeah, i have insane frametime stutter if textures are anything above low. as soon as i put it on normal or high frametime and fpsare from 40 to 100+ in seconds its unplayable.

I had this issue during my time in the game as well and I'm running a 7900XT with a 7800X3D, 32GB of DDR5 ram, and a Samsung 990 pro NVME as well so there should be absolutely no issue with memory bandwidth or CPU load (my CPU was under very little strain running this since I'm playing at 1440p). The loading during movement throughout the city only happened a few times for me but the blurry textures (primarily when transitioning between scenes or loading back in to the city), and audio delays on the phone calls were very noticeable. I purposefully disabled any sort of frame generation tooling like FSR and still had the problem no matter what settings I tried. No clue what's causing it since it doesn't happen in any other game I've played.

did you guys remove your drivers with DOU?

shader cache is probably messed up. a lot of people think installing the drivers with "clean install" is all you have to do. i have a 4090 and i noticed my performance isnt what its supposed to do. then i installed drivers after i used DOU to make sure it was a legit driver install and i had a 25% performance increase

also windows updates, overtime, will bug out your system and make everything not work fluidly and you'll get poor performance in return. fresh windows install and driver installation after DOU will fix the problem.

I didn't do any of those things and don't plan on doing so. There's nothing wrong with the shader cache. I'm not encountering shader stutter issues. No other game has this problem and the idea of completely wiping graphics drivers and reinstalling Windows for a chance at the problem being fixed when I already finished the game and no other game has issues is a big no for me.
