I have also found that with the two spider-man games and ratchet and clank, locking the fps to 100- 120 gives the smoothest experience. I have a 240hz oled and in these titles I get wild framerate fluctuations which doesn't look as nice as just locking it.

I'm on a 4K, 144Hz (GSync capable) monitor so I'm using GSync. I'm using:
- near max settings (I forget)
- DLSS Balanced or Performance (one below Quality)
- FRAME GENERATION (getting roughly 100FPS average swinging)
(so no frame cap)
This seems to have worked out great for me. I'm RESTARTING the game, for reasons, as soon as I figure out how to do that and see if I have other advice.
In Horizon Forbidden West I ended up setting my own manual FPS cap in NVidia Control Panel as that seemed to work out best. But Frame Gen for me seems to work best so far here.
a) ensure GSYNC is working
b) Reflex ON
c) VSYNC ON (yes)
e) Settings very LOW (Temporarily.. ray-tracing OFF etc)
f) DLSS
g) Frame Gen off
h) Dynamic Resolution scaling OFF
You can experiment with a manual FPS cap (NVidia Control Panel) to keep power in check (and fan noise) but first you need to get the game running smooth.
I've settled on NOT using frame gen, and Dynamic res seems to have issues.
*Game for ME is very smooth, just minimal stutter. RTX4070/R9-3900x. Getting 70FPS minimum swinging around. (I believe I'm slightly CPU bottlenecked)
It's hard to say if you're in the minority of people with issues or not.
(update: I meant I don't know if the people having issues are in the minority)
1) Are you using GSYNC? (I'd assume so)
2) what is your FPS?
3) HOW are you capping that FPS? (i.e. NVidia Control Panel, or it's just uncapped etc)
