The game isn't that demanding but it is rendering a big open city and npcs, judging by your specs, you could do high settings, if not definitely a mix of medium and high.
I'm erring on the side of caution for now.
So I personally don't need raytracing, nor 4k, so the most important thing for me is that the graphics are set to high. I don't need something like 4k and raytracing, the game looks great despite 1080p and high settings. So I think that without 4k and without raytracing, an rtx 3060 can do very well. The RTX 3060 is by no means a bad graphics card

AMD drivers are bad. Of course the people with AMD are going to tell you different, but I have owned AMD systems, and there were always problems. Not every game, but enough stuttering and driver issues that I went the other way, and I'll never go back.
I was just browsing a game forum today, and the AMD guys were complaining about something. I was like, yeah, I remember those days.
