Report a translation problem
It's been reported all over the forum that CPUs with Hyperthreading or SMT (your case) have these issues.
I might give disabling HT a shot see of it gets fid of dips.
He's right... the game is a CPU hog.
I'm using a RYZEN 5 3600 paired with a GTX 1660 SUPER and my GPU is barely hitting 52'C when playing but my CPU fan is at MAX SPEED.
I just disabled HT and it a different game, I'm now 70fps while swinging close to the ground before it was low 50s. It now almost fully utilizing both my CPU and GPU at 90%. Before I was seeing 60-80% usage on my CPU and 60% on my GPU.
It definitely needs optimization but in the meantime disabling HT or SMT is your best bet. Remember it is a console port.
His CPU is very good, among the best out there i'd say.
The issue is the game is a CPU hog even without RT.
