Delete mod folder + TOC and Toc.bak
Verify files
Delete assetArchiveDir.txt in the PC modding tool folder
start Modding tool set the asset archiv new
install mods
and all works

how to repair files
1- Open your Steam Library. Click the Library tab.
2- Right-click the appropriate game, and then click Properties.
3- Click the Local Files tab.
4- Click Verify integrity of game files.

Didn't work, thanks to this ♥♥♥♥, I had to uninstall the game & now I'm stuck having to wait ANOTHER 3 hours for it to install again.
