I have a theory that theres a certain amount of spawns allowed to be on the map at any time. Once those spawns are up, it prevents spawns in other places. Keep in mind that bandits also fight the wildlife which therefore also leads to respawns.
Clearing bandit camps also stops bandit patrols from spawning to a degree and opens up for more empty land that wildlife can spawn on but you get less farming oppertunity on bandits themselves.
Personally ive had luck finding them a bit south and east towards bradford and also over at padstow.
If you go further south than padstow towards blackridgepool then I dont see much wildlife at all around that place but theres also so so many bandit patrols so might need clearing of some camps for wildlife to properly spawn in.
So i always let 1 live now
I would explore a bit and place 2 or 3 travel signs in places you see them to be able to get back there and hunt easier. Once you get to T2 and get the hunting lodge it becomes a lot easier and you no longer have to worry about doing it yourself. Wish I know how to post screen shots here.
