if u ditch pve content u can safe a ♥♥♥♥ ton of money people are easly brainwashed by this fast living games spending extra money on some skins which they dont even own till the server shutdown and the next fast living trend is released.
Sorry if this comes across as rude but honestly, I don't get it. There's a bunch of cooperative games on Steam, titles like Forever Winter for example. That's pretty similar to what you want. Why not play that instead?
Tbh the PVE only crybabies do this on every single PvPvE game. Its best to just ignore them, they have no intention of getting better at a game vs other people and they are the first people to claim anybody better than them is cheating. They complain about this on every game that doesnt have a carebear mode especially in games where the whole game and its PVE is surrounding the threat of PVP. I mean in Arc raiders you get downed in the tutorial. PVP is clearly part of the experience and no reasonable conversation will be had with these people. It will just result in complaining and eventual flaming. They will do this until there is or isnt a pve mode added then still find something to complain about. Funny thing is they will still play this game regardless because it really is a great game.

It is quite simple.
They found the PvE version lacking so they started prototyping internally and this is what they had the most fun with in-house.
You have to realize that they have a dedicated PvP background and a rather small developer team of around 60 developers.
Fun is the best compass making games
Or on a broader scale - you create better things if you are passionate about them.
Profit-wise going PvE only probably would have been the much safer route for them.
Extraction games are a very difficult terrain.
Sorry it is not your kind of fun.
Personally - I would not have played this without PvP.
That said I saw people running around as medics or treating it as a stealth looter so maybe you still find your niche. If you want to extract there are many tools and tactics to help you.

They definitely have to flesh it out - but if I look at our little dustball and how people behave at some places and people being unregulated on the surface in an apocalypse - knocking people out and robbing them doesn't seem so unrealistic to me.
Everyone of us can still try to approach it differently. There is proximity chat.
I even saw people playing as medics.
And if you don't think that's realistic, look what happens in any actual warzone where resources are scarce. People don't tend to sit around singing kumbaya.
