Im personally comparing base games as they currently stand, As to compared Redout 1 as a full package to Redout 2 right now would be objectively unfair.
There are issues with Redout 2 that cant be fixed by just adding DLC, They are systemic to the core of this game.
So it would be pointless to compare both with DLC's.
Also, the shared map elements is really, really noticeable in Tartarus. I still like the maps, but so much of those maps blend together that it's kind of hard to see them as unique, they're more like edits from the same base. Thankfully the other maps haven't suffered too much from this (Fuji suffers from lack of identity and sameiness but I don't *think* that it copy pastes segments much), but Tartarus in particular just feels like a missed opportunity sometimes.

It's like someone looked at bad, busywork filled ubisoft/gearbox/whatever games and was like, damn, we should make a racing game like this.
I'm in A league with 115 stars and I don't wanna look at the game anymore.
Redout 1 was already rather grindy for no acceptable reason, but the sense of progression was much better and you had way more freedom with the order of races.
Simply put, the tracks are longer.
The DLC tracks of RO 1 had this problem too. Compare the of Hell; the longest track of the base game to Shipwreck or any of the Moon or P-A219 tracks. RO 1 feels faster because the gameplay loop is shorter. This effect is really noticable in the "new" Old Cairo track because Nea Calima is right there for comparison.
Think of it like this. Redout 1 is to curcuit racing like Redout 2 is to rally racing.
Every single track was insanely enjoyable and unqine or just good.
Only one track had issues with air rotation being handled by the game and not myself, Everything else was brilliant.
I have full faith the rest of the tracks will be just as enjoyable.
Redout 2 is now an utter joke in my eyes now, I hope the Dev team can take a full pivot in how they plan out tracks for the DLC of this game... But given how the game is currently.
I have zero hopes for Redout 2 future.

I haven't purchased the game yet, but I bought Redout and all downloadable content (DLC) when it was on sale two years ago and was inspired by Joltout's Boss Runs using MS / TB or AP / TB and barely hitting any walls. There certainly were landmarks and unique characteristics in each of the tracks. Europa's spinning pipes, Alaska's dizzying twisty Vertigo, and Sequoia's technical finesse are good examples.
Watching others playing Redout 2, I can sense frustration in a few streamers after the 2nd or 3rd rewind, they just restart which is unfortunate. The more I watch them, all the tracks look like they were made long, just to be long.
A full pivot would require a whole engine re-coding which would be cost prohibitive. I'd like to see the boost bars on the left and right of the ships again, would love the artists from Redout 1 to return, and the ability to earn parts through credits rather than through winning races and receiving stars. Love Veela's - Sunset on my Life vocals in Alaska.
I also have a negative outlook on this game, but want to be proven wrong. I could tell the game wasn't going in the right direction when they didn't hold a beta test for players to test out the U.I. and racing tracks. Redout 1 took years to get right according to some of those would bought the first game since it was released.
Just to answer that, no. i bought Redout 1 at 2016 release and it was already immensely fun, there was really not much to say, a bit like an artist who unveils a masterpiece on the first try. New dlc later just added more fun to an already immensely fun game.
If you take a look at redout 1 patches notes, it was mostly slight adjustments all over, but there were no critical defects to correct.
This statement is right, As a day 1 owner of Redout 1 i played and adored the base game.
Coming back to it now its just as good if i remeber.
Is that the fix's making the thoughts of the game better? Maybe.
But all i know is that Redout 1 as it stands is vastyly better than Redout 2 in every aspect but the Visuals and HUD.
Both of which dont make a fun game.
RO2's maps so far are easily it's biggest strength to me. I like the little additions and adjustments to Cairo, Fuji is forgettable but so was Alaska. The Tartarus maps made more of an impression on me than anything in RO1 and its DLCs, and Cloud Ocean is very, very strong imo. There's more I haven't seen, too, and I'm very excited to unlock more maps. I think the one map I really have mixed feelings on is the new Mars, and that's only because the Mars of RO1 was so cool and interesting.
I think ship handling and driving is better overall, too. I can understand why people prefer 1 driving, because they are pretty different. It payed off for me, though. I think the one thing I don't like is the slowdown that happens when you activate hyperboost, but that's relatively minor.
So yea, just throwing some positivity towards RO2 in here. Again, I get why some would prefer the original, but I really think this is a great sequel, so far as gameplay as concerned.
