Toad Man has always done that stupid slap move. It can oddly still hit even if you moved away *just before* it were to miss. The game is still registering Mega Man's position and the timing on Toad Man's punch/slap is weird so it counts as a hit when it visually shouldn't.
I suggest using Gater if you want an easy win instead of having to deal with TM's salvo of tadpoles, songs, and slaps.
He's annoying if you fight him "fair." However, if you use Toad Man navi chips against Toad Man he's very easy. It sounds like a catch 22, but if you just fight his v3 a couple times, you should start getting a couple v1 chips, which you can slot into your deck to get the v2's, and eventually the v3's. Also, if you happen to have Ice Line, you can hit him with his own chip for 4x damage.
