Accessing DLC on different Platforms

I'm not sure if this is the right area to ask this question. I have all of the DLCs purchased on this steam account.

Do I have to purchase the DLC from another platform (ex. Android) to use the DLC Characters?

Yes, you will need to re-purchase DLCs on other platforms. From what I gather it'd be a nightmare to get all platforms to play nice with each other and have you retain DLCs everywhere.

FWIW you should still be able to use Cloud Saves even if you only have DLC unlocked for one of the platforms. It only means that if you were to play your save on Android, you'd only be able to access the base game content temporarily, but your progress is nonetheless saved if you then continue later on PC to play with DLCs, re-enabling access.
