You can pick any weapon that is available to you, but I think you are limited to getting 1 candy box and (once you have taken a candy box) one super candy box. So, you could end up with 8 weapons, but that's about it.
To my knowledge, 15 at absolute max. Pick Cosmo with the Gemini Arcana to start with 4 birds by using no weapon slots. Get the two guns for another four weapons, making 8. Then the cats make 10. From there, you have three more weapon slots (four if you unify the guns), then once those are filled, getting the Candybox and Super Candybox II Turbo will give you the remaining two for 15. You won't be able to unify the birds, but that's fine. If you count Sole Solution as a weapon, this can go to 16 if one of your remaining weapons is the Victory Sword.
If you're not playing as Cosmo, this number drops to 13, due to the one less weapon slot available, and one less bird since you'd unify them. If you count Sole Solution as a weapon, this can go to 14 if one of your remaining weapons is the Victory Sword.
