this is level base game right and if so what's the max level or its unlimited?

Stages are timed. You can unlock endless mode and a faster time mode.

If you're asking the levels the characters can have there is no maximum

There are 13 stages/maps, including bonus and secret ones. Though Mad Forest and Green Acres can be considered the same map really. So we can say 12.
DLC has 1 additional map, but it has multiple "biomes".
Next DLC will aslo have 1 additional map.

Actually, there's a max level somehow, depending on which variable type the developer uses for it.
If it's integer, then it's something over 2 billion.
Beside if one pass the maximum value of level, the level value might end up overflowing to negative, and maybe getting to crash the game.
