I'm thinking all the DLC evolutions are like that.
I think it might have to be after certain amount of time. After min 20? Not sure though.
As some people mentioned you don't absolutely need to have the associated passive maxed for the evolution to potentially appear. But having it maxed makes things a lot more likely.
To maximise evolutions appearance, it's as such recommended to have as few things that need upgrades as possible in your inventory, to have your associated evolution passive maxed, and of course to have a high luck.
Also, as was noted in the post just before that, it is absolutely crucial you don't seal any element of the evolution, be it the weapon or the passive.
In general sealing passives is a very bad idea, as even if you don't get some, they can still be on maps, allowing you to go over the amount of 6 by just not choosing the ones on the map during level up, and just picking them up once your 6 slots are full. High luck can also cause passives to drop just like that, although this is quite rare.
