The reason I know this is because you got the victory sword unlocked in the collection and you can only unlock that by playing Queen Sigma.
So use the spell/code allatonce

It's possible that there been a patch that fixed the bug that was preventing the achievement unlocking.
As for the rumors for the DLC, I've heard the opposite: That people have been able to unlock Queen Sigma using some DLC achievements in place of some of the base game ones. I have no way to confirm one way or another, though. But it at least seems likely that the DLC increasing the achievement count isn't the cause since this workaround has been confirmed working for at least two Linux users so far.
I'm unable to complete the Collection 1.0. Missing only the Greatest Jubilee. I cannot get it since I cannot complete Collection 1.0.
I have Queen Sigma unlocked, yet I don't have the Collection 1.0 completed which would award Sigma?
I cannot get it since unlocking the level where you get it requires completion of Collection 1.0.
Did you used the spellbook for unlocking? I'm assuming you have gracias mirror and the seventh trumpet relics?
The level should appear at the top of the stage list.
