Even late game it's quite powerful. Bible is great until you get any amount of area on you, and the entire circle is spinning from the top to the bottom of the screen and it's not really "Blocking" enemies so much as it is creating an arena for you to fight them in.
That's where Garlic saves your hide because tick rate = less risk of damage. You can walk through a group of mobs with and without garlic and the difference is night and day. You take much less damage because of the slowdown / stun.
Only thing misinformed are the people who don't understand how to use it and think it's just a meme. It's not there for the dps. That's the clocks job. No weapon (maybe aside from the DLC stuff, since I'm still working on that.) beats the evolved clock in damage, and when it comes to playing at high curse levels or going for long endless runs, garlic actually prevents so much damage that it's not even funny. When enemies are being pressed against you from sheer overcrowding, it's a blessing.
But the Arcana kind of just makes it moderately useful no matter what your build.
