Have you not updated the game? Just because a character starts with the second or third best item in the game does not automatically make them top-tier. I rate her lowly because there is two(almost three characters) that are just straight up better at using runetracer. Not only that they give huge dps boosts to other weapons as well. She is just out classed. Santa water is about the only thing we can agree on here yea probably a bit low, but I rated it like that bacause it requires more than Lring to be good. Vandalier does less damage than three other weapons and is also the hardest weapons to build.
Personally, for your weapons tier list, I would swap the S and A tiers, and I would also swap Bloody Tear into B tier and put Thousand Edge into D. Bloody Tear is a decent last line of defense if monsters start to filter through your offensive barriers and begin to nibble on you, so it has grown on me. I would put Hollow Heart into C tier just because it's a requirement for Bloody Tear and it also gives you a hit point buffer so that you don't get 2-3 shot if you run into a rough spot or if you lose focus and take some unexpected damage as something you did not notice slips in and damages you. A lot of the characters I have only played 1-3 times, so I can't give solid feedback there yet.
I appreciate the effort of making these lists though.
You don't see how good it is because you probably dont play Green Acres / Hyper and you have maxed out character. So other damage dealers are faster to take down mobs.

And Pasq as F is really a joke.
Okay so on Vandalier you are right that on the first map is does jump quite significantly, but that still doesnt make it number one lol. sword/cross/hell/runetracer are still in the 2/3/4/5 and once you play second map Vandalier drops waaaaay down. If you want to make the argument that on the first map vanda is the best thats fine but looking at the game OVERALL(which is what a tier list does) its not the best. Pasq is the same thing she is just so heavily overshadowed by mort and dom which both use runetracer better there is nothing about her that is unique that all the other characters even poe is more unique. OVERALL there is NO reason to play pasq. before dom she would be atleast C tier.
Hey man thanks I love critical feedback, thanks for understanding this is my opinion. Just a bit on the whip. I actually love the whip, I only rate it lowly because of two reasons. Its utility is done better by AXE, Bible, and Runetracer, and it forces to you take hollow heart which imo is a bit weak. Thanks for reading my list!

Just put Dommario/Mort on S and rest on F

It does almost 2k dps for an un-upgraded item
The characters above her have unique traits to them which is why I rate them higher than her. Like I said and you quoted before Dom she would be C tier, but dom gives you 40% speed right away completely negating any reason to use her. For instance lets say dom had 40% CDR Arca would be in the same spot. I simply rate them as offering something different albeit weaker than Dom/mort which is why they are rated lower. It mainly just comes down to her just being completely irrelevant after dom why I originally rated her as F. If im doing a Runetracer run why pick 30% over 40%, with Arca or gio I could be going for a different build altogether while pasqs best build is the same as doms and its just strictly worse. The other characters having a different trait thus meaning potentially different endgame build makes them more interesting to play. While Pasq is just why not play Dom?
100% agree, thanks for the constructive feedback. My reasoning behind why she is rank F is because she brings nothing unique to the table now after Dom was added. before Dom she would be B or C tier. Also I love the whip I made another post today asking the devs to make it directional targeting. Santa water is super slept on which is why I gave it what I think is a pretty fair spot in the all tierlist. it just takes a very important spot so its hard to justify it over good evos. Looking forward to it getting a solid evo.

You made a full characters list not Dom vs Pasq. Everyone knows Dom is op af.
And Pasq is way better than many others.
(plus you unlock Dom later)

Well, just finished the second map with vandalier at 4.4M dps. It's definitively the best dps in the game once fully upgraded
