So since it says they scale with Revivals from Tiragisu does that mean they also scale with the new +3 revivals Arcana?

each revival adds another laser and boosts the damage, so yeah that arcana is a must have for any build using the guns

Yup. The extra revive you can buy in the menu and Krochi's revives work too.
