The weapons from that one are really strong and versatile. Plus, if you're interested in gold / egg farming, you can get sammy in that DLC.
But if you are on a tight budget or just want to hear the reasons for each DLC here's my 2 cents.
Tides of foscari is probably my favorite but I really like Operation Guns and and Moonspell for different reasons.
Tides of foscari has a lot of content , cool secrets , cool characters , nice weapons (probably my most used weapons are from foscari) If you can only afford one DLC I would say it's the best bargain.
Operation guns adds guns (surprise) having more projectile weapons is nice and they fill in the blanks for some missing arcana builds , I also really enjoyed the level design and music , they did a great job making it feel like the two games crossed over into each others world.
Moonspell has great characters and level design , I especially like the Adventure mode for moonspell.
Amongus DLC I bought to support the dev, I'm not a fan of amongus but I still had fun with it but if you are on a tight budget and can't afford all the DLC I'd say get the others first unless you are a amongus fan.
Simondo Belmonte whom starts with no weapons, but can get +4 amount to all. As well spawning dlc pickups depending on amount.
But Colonel Bahamut is incredibly powerful
Bahamut starts with +100 Max Health, +2 Armor, +80% Move Speed, +50% Might, and +25% Magnet.
Bahamut gains +1% Might per +1% Greed or +1% Curse. There is no cap on this bonus.
Bahamut can find Rapid Fire, Barrier, and Grenade pickups from light sources.
He actually wants curse and greed out of the ears, and you wont feel bad for picking up the stonemask if you dont care about gold. Wicked Season is perfect for him.
Overall Growth, Luck, Greed, and Curse are doubled at fixed intervals. The character starts gaining +1% Growth, Luck, Greed, and Curse every 2 levels.
Honestly, when the released this one is when I started ignoring the game.
Cross-promotion is cringe.
Tides of Foscari is probably overall the best DLC, as most of its weapons are strong and can support a lot of different builds, it has two maps instead of just one, it has some really cool secrets, and it has the best farming character in the game (Sammy).
Operation Guns has a lot of cool ways that they cross-combined Contra and VS elements. Most of its new weapons are fun to use, too. But the upgrade system that the new weapons use makes them difficult to incorporate into builds, sadly. Still, it has a cool map, some neat characters, and overall it is a fun DLC even if it didn't do much to support or change the meta.
Legacy of the Moonspell is also pretty solid. It's a little less content-rich than the other DLCs, I think. But it's got some cool stuff in it. Godai Shuffle is a particularly strong weapon, and some of the characters and other weapons are good and fun to use, too.
But yeah, all four DLCs are good, and the people hating on Emergency Meeting should probably just be ignored.
If I recall it was more of a "collaboration of friends" type of thing, unlike the Contra DLC which is a cross-promotion by comparison. But keep in mind some people don't like crossovers period, so regardless of how it came to be they would be opposed to it for their own reasons.
I've noticed Sheena and Newt can be powerful as well. Sheena being able to reach max cooldown by equipping Empty Tome and Wings to spam every weapon, including her evolved weapon which just becomes a permanent damage field on the screen at that point.
And Newt gains power from projectile speed, which technically means infinite growth if you get the Chaos in the Dark Night arcana to enable +projectile speed per level, on top of the 100% bonus from taking both Bracer and Spinach in a run. EDIT: Newt also gets a 48% extra bonus from the first 8 levels of Torrona's Box, but even the level 1 curse from taking the box can make it too risky on some levels.
Also does Bill have infinite Might growth from enemy kills? His description doesn't mention his Might growth having a cap (unlike with the projectile speed bonus which does). Either way, it does show that the Operation Guns DLC is more for the characters as opposed to the weapons, since gaining stat boosts from multiple sources is a trait shared by most characters in that set. Also the weapons aren't overly gimmicky, so they at least have that going for them.
