evolving the vanitas whip

trying to get the unlock " evolve all 8 magic whips". cannot get the vanitas whip to evolve. tried using Julius as it's his base weapon. never get the option to level it. eventually it winds up with a digit like the other evolved items instead of a leveling square in the pause screen. i've evolved the other 7 whips twice. haven't seen anyone else posting about it so probably i'm doing something wrong, but at this point i'm stumped. tried different characters, used the cards that give you weapons, still does the same thing. hollow heart maxed yada yada verified steam files all good. open to ideas.
