Cornell is in the DLC. You have to unlock Richter and "survive the throne room", then evolve a certain weapon to unlock him.

The Silver Revolver. To do that, you need to unlock Henry, which is done by evolving Reinhardt's weapon. You can fin Reinhardt in a coffin in Ode to Castlevania after "surviving the throne room" with Richter.

Those are quite the steps. I would have been more amused if you unlocked Carrie and Reinhardt with Simon and Maria since those were their alt costumes in the 64 games.

Incorrect. Evolving the silver revolver DOES unlock Cornell. It literally says this on his unlock condition.
