How to start 2nd new map in new DLC?

I finished the first map, got the map relic, unlocked the new character and maxed out 3 guns from the zone. Killed cyborg boss one game and waited until 30 min the other and the new map did not unlock.

What am I missing to unlock the Highway?

There are a couple of prerequisites to unlocking the new Hectic Highway stage. Ultimately, you must survive on the Neo Galuga stage for 15 minutes as Lucia. The issue is that Lucia herself is locked behind several requirements. Here’s everything you need to do to unlock her:

Unlock Bill
Unlock Lance
Unlock Ariana
Unlock Lucia
Survive 15 minutes on Neo Galuga with Lucia to unlock Hectic Highway.

According to the in-game Unlocks list, the highway is unlocked by evolving the C-U-Laser. There's a chain of unlocks going back to the new character you unlocked in the first map that will get you the new map eventually.

The CU laser is for hyper hectic highway.

While this is true, it also unlocks the normal hectic highway
