I'd also would personally ban the Birds... but people disagree.
There is also only one weapon where I'd actually would seal the evolved form... The Kimono's upgrade is actually worse than its base form. (MAYBE also the Vent's upgrade)
Just a reminder leave the upgraded forms unsealed since you might want to take them with hyper candybox and you don't need to seal them if their 1st form is sealed since they won't appear otherwise.
Anyways here's my list.
I mostly ignored the DLC and newer weapons since you might want to try new stuff but
I usually seal most of the amongus stuff and just leave 1 or 2 I want to test out unsealed.
I used to always seal Cross but Santa has a hidden perk where if you level cross , Santa water and Bible all to max level WITHOUT having their upgrade secondary they will upgrade automatically and also become hidden which means you get 3 more weapon slots to fill up (if you weren't already over the 6 cap).
Just tried this after seeing your comment and can confirm.
I seal Flash Arrow, Shadow Servant, the 3x blue for the union, Mille Bolle blu, mirage robe, summon night, the 2 pistols, laurel, clock lancet, shadow pinion, gatti amari, fire wand, axe, dagger, magic wand, bracelet, birds.
Dont diss the whips, they are really good when upgraded and have a strong heal component.
They will ONLY ever appear if you take their respective weapon. So there is no need to use a seal on them.
Shadow Pinion, Celestial Dusting, Arrow, and Knives can all be annoying with movement. Good seals in general.
Guns, Gatti Amari, birds, and the wands. All good seals if you don't do those builds.
Emergency meeting weapons are mostly fine. But I could see sealing them just for flavor and RNG help.
Laurel and lancet depend on whether you're doing The Thing. If you don't like this strategy or play on a stage without it more power to you. Laurel can really make some builds though. Where the garlic haters at? Garlic is like laurel, it absolutely saves some runs. I keep them.
Robba and gag weapons are hilariously good fun with amount and area. Bone funny. But if you just want power builds and not lulz I get sealing them.
Most beyond this have potential to fill in builds when you can score a 7th weapon. Summon night combos off duplicator. So I'm fine keeping most of the rest.
Whip evolutions save a lot of builds. Probably keep them. Axe evolution is fine. I'd have to be desperate for RNG to seal axe.
Pentagram is so OP as a hail Mary when I can't get some build to work. I could see sealing it just for boredom. But I don't overuse it.
Though... the worst Gag weapon is definately the poppers by a huge margin... I actually LIKE hats... and honestly Robba is pretty good too.
I dont have the space to spare on clock lancet or laurel in my builds, but i always try to take the stage items related to them for more curse. I think their evolved forms takes away too much challenge.
Seal the birds too if you're feeling wild and enjoy the run.
