That's a new REGULAR character. They were probably talking about new SECRET character. Its unlock condition is "forsake victory in favour of sightseeing in Carlo Cart".

The new secret character is Gyoruntin. I unlocked them by being slow (holding "left") in Carlo Cart. After a minute or so the coffin spawned with five Gyoruntons (blue three-headed dragons from Boss Rash). I killed them and touched the coffin to unlock the new character.

i'm currently 208/208. Any ideas on what I'm potentially missing? I completed all DLCs as well as all content from the most recent update if that helps.

Edit: Nvm, was confusing 211/211 for the Collection instead of the Achievements.
