wheres the roaring thunder on tiny bridge stage?

theres a ??? character that I need to "discover the source of the roaring thunder on the tiny bridge stage" to unlock but I dont hear anything, is it just really far in a certain direction or does it need certain conditions?

Just keep heading in one direction, eventually you will encounter a Blue Oni looking enemy. I think it's supposed to be a Kaminari Oni hence the Roaring Thunder reference/clue.

does it matter which direction?
edit: went right (non inverted) and got him, not sure how far cause my character is so damn boosted it's hard to see anything
