Did I miss something?

So I only recently started playing and as of this morning, I only had the four characters listed and nothing else. I just loaded and now I see every other one with requirments to unlock. I did not buy the dlc's either. Is this a bug or is there something I just don't know about the game yet?

That's normal.
Edit: To elaborate on that a little: I don't know why in the beginning only 4 characters are shown (so people don't get overwhelmed? or maybe you don't have the maps unlocked yet you would need to unlock the characters?), but there are a lot more in the base game, so it's normal to later on see a lot of others.

Welcome to metaprogression.

Meet the requirements, unlock the character. Repeat. (The same is true for upgrades. Many are locked and hidden away. You need to unlock them first.)

Note: You CAN meet the requirements for multiple things at once. IIRC my best for 1 run is 13 unlocks.

That you see the locked characters with a note on how to unlock was added a few updates ago, so this is intentional.
