There are pickups, which drops on stages from light sources. There are passive items, which grant bonuses and also combine with specific weapons evolve them. And there are power ups which most generally call Upgrades which you buy with gold from the menu once you had unlocked that ability.
Pickups and passive items only affect you on that stage as you get them, and for passive items yes they do benefit you even if you don´t have the corresponding weapon. Power ups/upgrades do benefit all your characters as long as you have them active.
And here's an example:
There's a Power Up called "Recovery" that allows you to regenerate health. However, there's also a Recovery item that you pick up when playing levels.
So, does the Recovery Power Up only affect you if you pick up the Recovery item while playing a level? Or does that Power Up always work, to the extent you've invested gold in it?

Seems to me like indeed they affect all characters, but given the stats of each character or golden eggs and what not, the power up may affect differently different characters.
Also, to put in perspective. Mad Forest have spinach as stage items. If you for example take spinach from level up choices, the stage spinach items will vanish if you max out spinach from your choices without taking the stage items at all.
Interesting... but this precludes taking the weapon of its evolution pair doesn't it? It seems like you don't get weapons anymore after you pick up six, so even though you'll be picking up the stage item (spinach) you shouldn't use garlic because then something else will be unpaired?
For example Mt Moonspell have the murasama weapon and its evolution accesory as stage items. Wait with picking them, or refrain choosing them till you have 6 weapons and 6 accesories to get it as a 7th weapon with 7th accesory that can be leveled up.
Also, dont forget that many accesories can benefit two weapons. Toronas box can work for both victory sword and flames of mispell. I always take the box due to it being a cursebuffer if it isnt present as a stage item. And both Victory Sword and Flames of Mispell is strong items.
Once per run you might get a candybox in a chest, and if it pops after you have 6 weapons, you can use it to pick a 7th weapon of choice. And i usually take flames of mispel or victory sword.
Not entirely true, some weapons do combine and become one once united, although it´s a risky move, better to do it once you have the ability to seal off weapons and passive items, so you can narrow down the pool of options and get what you really desire early on.
Not sure, it´s just something you earn eventually to buy on the power ups menu. There are two version, both allow to ban weapons from the pool of options when you level up. First one allows you to do it in game, the second one from the collection menu. In total you can remove 20 weapons from the list.
To get the Seal powerup, banish 10 weapons in one run. You can get a second seal powerup by banishing 20 (use Sigma or play on Inverse and buy banishes from merchant).
