The antidote? Yes I have found that one... not able to evolve glass fandango.

assuming you haven't figured it out, you need max glass fandango/wings and you need to be past the time limit needed to evolve weapons (on whiteout, any chest that spawns after 10min can evolve.)

I had the same issue. I had wings 'sealed'. Unseal them, and they should be able to be upgraded.

I have a 200,000 golden egg Big Trouser char. I pick him with max weapons = 1. Select Glass Fandango from the start. Take Wings. Literally banish everything else, all I ever have is these two items. Wait until 12+ minute mark. Collect all chests. No evolution. Chests either drop gifts or auto-scrap into cash.

Neither Wings nor Glass Fandango are sealed.

EDIT: ok, just got it after multiple tries. The chest that drops at 15 minutes evolved it. Shouldn't the first evolution-compatible chest drop at 9 minutes usually though?

Early chests don't evolve weapons. You have to be later in the game, so things were working as intended.

Yeah, but first one at 15 minutes in a 20 minute map? That's hella late. The usual pattern of those is 9, 10, 13, and then another one or two later - this is true across various maps.
