Worst build.
Go on then; what's your worst build? Assume that you've fully powered-up, have 0 golden eggs on your character, you're going for (at least) 6 weapons, you're not picking up any stage items (unless you really want to for some reason, in which case, by all means add them), and you're going to be aiming to level up and, if possible, evolve everything as normal. And let's just pretend Game Killer doesn't exist, because "I pick Trouser, take Game Killer, and skip choosing a weapon" is too obvious to be interesting. Ooh, and no Random/missingNo, unless you have a specific build in mind which makes them terrible regardless of their randomness.

Here's my attempt:

Character: Bianca Rama, mostly for starting with Carrello.
Weapons: Carrello, Whip, Vento Sacro, Clock Lancet, Celestial Dusting, Mirage Robe, Laurel, Fire Wand
Items: Duplicator, Stone Mask, Skull O'Maniac, Clover, Wings, Crown
Arcana: Jail of Crystal, Gemini, Silent Old Sanctuary

The idea here is to make a build that's as weak as possible vertically. Carrello and Vento Sacro only attack horizontally, Whip goes a bit up but not down at all, and while Celestial Dusting and Mirage Robe can attack above/below you, whichever way you're going is completely open. No Hollow Heart means no evolving Whip/Vento Sacro, and no Attractorb means Mirage Robe is stuck. Duplicator is usually good, but given Bianca already gets extra projectiles, it doesn't add much to the build, and everything else is pretty useless. Skull O' Maniac and Crown mean we'll be getting plenty of XP, for plenty of strong enemies at high levels. The Arcanas are all useless for this build. Arguably, the extra rerolls etc from Silent Old Sanctuary make it worse, given it would probably be a good thing if we were forced to take something off-build.

Play on Gallo Tower, and feel bad.

Regarding your build, the combination of the freeze from Clock Lancet and the healing from max Celestial Dusting is a bit too decent, you could probably survive for quite a long time with those two things alone. I would suggest swapping Celestial Dusting with Mille Bolle Blu, and Lancet with Laurel, I think that would be a much more miserable experience overall.

Yeah, I agree on Lancet; I'd thought Laurel would make things too survivable, but I think Lancet is probably worse for that long term, and it gives a way of fending off enemies coming from below, which I absolutely do not want. For Celestial Dusting, I think you're on the right track, but I've decided to swap for Fire Wand instead, for the fewest possible projectiles being potentially flung out vertically.

I've tried this build out now, and... Ooof. I'd say I'm pretty experienced at this game by now, but I didn't make it to 10 mins on non-inverted Hyper Gallo Tower with this. It doesn't seem too bad at first, just chasing the Carrrello carriages left and right, easy stuff. But the moment you get chased off that line, that's it, you're doomed. That said, I never even managed to get the Whip, Fire Wand or Wings, so, who knows, maybe this build would secretly be amazing with them. ;)

Weapons: shadow pinion, vandalier, infinte corridor, gatti amari
Items: empty tome, candelabrador, gold and silver ring, torrona's box,
Arcanas: wicked season, boogaloo of illusion, pick your choice
It's not weak, but it will surely clog your screen and lag your game by lv.150-200, good luck seeing anything
