played 30 hours on family share, then bought my own copy. can i refund?
after playing 30 hours using my friend's family share, i bought my own copy around new years eve, but i wanted to be a responsible person and stop this addiction so i havent played for more than 2 weeks. Also i have not played a single minute since buying it. will steam accept my refund? It shows that i have played 30 hours on it, but it says i played 0 hours in the past 2 weeks.

Contact steam support. I don't know why you're posting here, as your circumstance is potentially very unique and you might get varied responses from people here...which will be irrelevant anyway, as it will depend on how steam support view 'your' situation.

(Honesty, just think of it as a donation to the developers and just uninstall the game and move on.)
You want a $5 refund for a solo-dev game that you've enjoyed for 30+ hours for free up until now...? :(

I gifted the game to my friend for halloween. He didnt play it at all so i decided to play it myself using family share. Is this relevant?

You should still be able to open the Support page for the game and submit a refund request. There are a plethora of text boxes so you can try to explain the situation. I'm unsure how hours logged through Family Sharing apply to the 2-hour playtime limit for refunds on your own account.
from my understanding all hours (including free weekends, family share, or purchasing the game in the past and rebuying it) count towards the 2 hour mark. Also notable is that the 2 hour rule is not definite, you can go over it and still get a refund. but with 30 hours it's not likely.

they denied refund 3 times even though i didnt play a single minute of it and explained it thoroughly. my profile says "0 hours past 2 weeks" yet they refuse to refund a game I bought a week ago.
i was punished for paying for 2 copies of the game. thank you steam.
well, $5 extra to the amazing devs!

although steam quite clearly states that refunding is done on a case by case basis, and the 2 hour gameplay deadline is not definite, i highly highly doubt they would refund a game you've owned for 2 weeks and counting, plus the playtime you have from playing while borrowing from your friend's library, apparently counts, so...
if you want to be responsible and curb your addiction (in my opinion i dont even think playing a game for 30 hours in total is cause for alarm, have you even seen some people's playtimes? 1000 hours and counting...), then you can just make a schedule for yourself, and only allow yourself to play a few times per week, for limited amounts of time.

Moral of the story...

Don't gift games to friends whose taste in games may or may not be differenr from yours.

And...

Don't play games on Family share IF you're going to buy a copy for yourself.
