I picked up a rosary. Pentagram works as well. You can also kill him with damage, but it takes a lot longer (he's always horizontally far from you, so you have to use, like, knives, lightning bolts or cross to get him, which is mostly a tedious random affair).

Head south at the beginning of the stage and there will be three Rosaries in fixed positions. Use one of them to kill each of the Reaper types as they appear.

Santa Water and its evolution are quite good at melting him since you can lead him into it

Nope, totally useless: Santa water evolution only spawns around you, so the only way you can get drowner to even touch the santa water is first going left, till it spawns there (the bastard runs away when you get closer, super annoying), then go right to get him into the santa water (annoying bastard follows you), but that damages him so little that you can do this 30 times yet he is still alive and won't die any time soon, because the pathetic damage you are doing is total weak sauce. And then we come to the most annoying and pathetic thing about Vampires: NO ♥♥♥♥♥♥♥ HEALTH BAR on bosses, so you have no idea if you are doing any damage, how long it will take you. This is really abysmal because bosses show absolutely no sign of any damage, you can't even tell if you are making a dent, any other game has a hp bar on bosses (an absolute must, as this ♥♥♥♥♥♥ has around 1 million hp, not that you would ever know in this game), OR you can show the damage on the boss appearance (what actually happens in real life), so having none of these two is totally demented and the single most loathe some thing I hate about this game.

Santa Water has some of the highest damage scaling of any weapon in the game...

Like someone else pointed out 4 years ago, the intended way to do this is to use the Rosaries that are pre-placed on the map:

The Drowner can absolutely be brute forced a dozen different ways, though. It's a long, slow process.
