his passive of incredibly slow projectiles is a reference to matrix bullet time, and is even referred to as NEO in the code.
idk what game/movie the dio youre talking about is from specifically, most of the references in the game are from the 90's, with 16 bit era to early ps2/xbox era. with the exception of bayonetta

I meant it as a joke but DIO is from Jojo's Bizzare Adventure, he appearead as a shadowy figure in part 3 and throws knifes as a weapon, he can also stop time to suspend lots of knife in the air, hence the similiarity
Boon doesn't quite fit the paradigm since he has no way to instantly accelerate the knives, but it's not an unreasonable comparison.
Literally being Boon backwards = Noob backwards = Boon again for Ed Boon from Mortal Kombat, being an all-black shadow palette swap, is 100% Noob Saibot.
But like you say, his functionality may be a literal Jojo reference... to a vampire... in a game called Vampire Survivors. ;D
